Appearance: As a human, she’s a grown woman, with pale skin, long light colored hair, and light blue eyes. She will never smile and either has a distant look or disapproving look most of the time.
Characteristics: Stern, serious, cold, reserved, scientific, socially awkward, rational.
Likes: Order, rules, responsibility, self-control, logic, science (Of all kinds, except mad scientist science.), scientific method, ice, frozen goods, ice sculptures (the one form of art she really enjoys), her sister, and she shares a joy of balance, dichotomy, and most importantly, popcorn with her sister.
Dislikes: Chaos, rule breaking, lack of control, irresponsibility, idiocy, mad scientist art, spicy food, hot drinks, most other forms of art, most things Kalidas likes, people who do not like popcorn, her sister, people messing with her sister. |

Shrine: An ice sculpture of a circular archway. The ice never melts and it’s cold to the touch, though people won’t ever get stuck to it. (Unless they lick it, in which case, they’ll be stuck there for an hour at least.)
Ritual: To summon her, the person needs to put their hand on the statue and list off some science type fact. (It does not necessarily need to be correct, just be something sciencey.)

Hypothetically, would it be possible to freeze all the water that currently fills the lower floors?

It might kill or paralyze what creatures are down there, if it could be done. But removing that much ice might be a more laborious process than removing the equivalent in water.
At the least, if ice could be sustained thick enough at the walls to seal anything larger than mere cracks-- to form new walls in themselves-- that would buy time for draining and making more permanent repairs.

There is some validity in freezing whatever animals are alive down there, though. I hadn't been thinking of the animals themselves.
As for acting as new walls, it wouldn't work so well. The water outside is level with the floor below. To get rid of the water before sealing the cracks would mean when you move to seal the cracks, you'd have to deal with the water coming in while trying to seal it.
I can freeze it to kill the animals. For the sealing, however, you would do better with this. [Holds up the clipboard.] I've already been asked to make a sealant to work under the water. I should be done with it soon and it may be faster than getting the sacrifice necessary to freeze all of it.

...which is another question. As it stands, will this building be at risk of collapse under its own weight, or that of the water outside, if the water be drained and the walls sealed?

There are also people who probably knows structures well. There are quite a number of talents among the people.

That requires materials, and the means of moving them, and the time to move them in. But the third is something we are running all too short of, unless the first and the second can be made haste by means beyond normal physical labor.

There are people with abilities to move things quickly. Super strength, teleporters, the like. Materials is a bit more difficult.
Leedin might be able to do something about your time, but I can't be certain if such a sacrifice could be gotten in time.

Tributes would be necessary to produce the amount. If you can get it, if enough people give us that much of a benefit of a doubt, none of us would deny you want you need. We just need the power to grant it, which only you can provide.
The solution to this problem is ultimately up to all of you. You are the ones with the power here. The only ones with the power to make it happen, whatever your decision is. Enough of you just need to agree on the solution.

Some of the water would need to be drained out. I start freeze and the ice will start expanding.
...I'd need something very large. It'd need group of people. Large acts of responsibility...no time for anything scientific to be done on that level...
For animals, it's be a few of the Red Lizagon's outside. It's possible, but...there are still the other factors. It's still mass, it's still raining. A lot of effort would be needed.
To be honest, a more direct approach would be the smarter choice.
